In the years 1922-1928, a district of officers' houses was built on the slopes of Winna Góra in Zasanie. In 1926, a water tower with an expansion tank was built.
The tower is located at the intersection of Bolesława Chrobrego and Monte Cassino Streets within Fort XIXa "Buda".
Nowadays it is a belfry and a utility room for the Bishop Pelczar church that was raised next to it.
